Some measures for accelerating the integration of domestic and foreign trade

Accelerating the integrated development of domestic and foreign trade is an inherent requirement for building a new development pattern and promoting high-quality development, and plays an important role in promoting economic development, expanding domestic demand and stabilizing enterprises. In order to implement the decisions and arrangements of the Party Central Committee and The State Council and accelerate the integrated development of domestic and foreign trade, the following measures are proposed.

1、We will promote convergence and integration of domestic and foreign trade rules and systems

We will promote convergence of domestic and foreign trade standards. Benchmark the international advanced level, establish and improve the working mechanism for tracking and transforming international standards, transform a number of advanced and applicable international standards, and constantly improve the conversion rate of international standards. We will strengthen the compilation of foreign standard versions in key areas such as bulk trade commodities, foreign contract projects, smart connected vehicles, e-commerce, payment and settlement, and step up publicity and promotion efforts to help enterprises reduce the institutional costs of market transformation. We will improve the information platform for national standards under the Belt and Road Initiative, further leverage the Technical Guidelines for Export Commodities, and optimize services for domestic and international standards. We will push ahead with the national pilot standardization of service industries (special projects for commercial circulation) and strengthen innovation in standards.
2)We will promote the link between domestic and foreign trade inspection and certification. We will improve the functions of the information platform for facilitating trade in conformity assessment services. Encourage inspection, testing and certification bodies to provide "one-stop" services. Promote international cooperation with more countries on electronic certificates for inspection and quarantine. We will deepen international cooperation in inspection, quarantine, certification and accreditation under the frameworks of the Belt and Road Initiative and the Regional Comprehensive Economic Partnership Agreement (RCEP). To promote the alignment of testing and certification rules and mutual trust and recognition of results between the Mainland and Hong Kong and Macao, and promote the "Bay Area certification". Encourage inspection and testing institutions that meet qualification requirements to participate in import and export commodity inspection and credit collection, and expand the scope of third-party inspection and test results. Strengthen the policy publicity of the green channel for mandatory product certification of products exported to domestic sales.

3)We will promote the convergence of domestic and foreign trade supervision. We will work hard to eliminate all forms of local protection and market segmentation, accelerate the development of a large unified national market, facilitate the smooth flow of domestic and foreign resources and factors, and promote fair competition among domestic and foreign-funded enterprises. We will explore and improve the emergency mechanism for ensuring the supply of drugs in short supply, establish a system for the emergency use of medical devices, and facilitate the rapid entry of drugs, medical devices and other commodities into the domestic market in the event of natural disasters, public health events and other emergencies. Simplify import procedures for food and pharmaceutical substances used in food processing. Support the domestic sales of imported exhibits with mature supervision methods and strong domestic demand.

4)Promote domestic and foreign trade products in the same line, the same standard and the same quality. Optimize the identification method of the same line, the same standard and the same quality (hereinafter referred to as the "three same") products, encourage enterprises to make a self-declaration or entrust a third-party institution to certify that their products meet the requirements of the "three same", encourage all parties to accept the "three same" certification results, and strengthen the "three same" enterprise and product information promotion.

2、We will promote the connection of domestic and foreign market channels

5)We will support foreign trade enterprises in expanding the domestic market. Organize and carry out a series of activities to expand domestic sales of foreign trade excellent products, strengthen market docking and promotion, encourage centralized procurement, and support high-quality foreign trade products into e-commerce platforms, shopping malls, supermarkets, shopping malls, factory discount stores, and commodity trading markets.

6)We will support domestic trade enterprises in expanding into the international market. We will strengthen publicity and business training on new forms and models of foreign trade and related policies, and support domestic trade enterprises in exploring international markets through cross-border e-commerce, market procurement and trade. We will promote the high-quality implementation of RCEP and other free trade agreements to expand the space for international development of enterprises.

7)发挥平台交流对接作用。发挥好中国国际进口博览会、中国进出口商品交易会、中国国际服务贸易交易会等展会作用,培育一批内外贸融合展会,促进国内国际市场供采对接。培育一批内外贸融合商品交易市场,完善国内国际营销网络,强化生产服务、物流集散、品牌培育等功能,促进国内国际市场接轨。推动境外经贸合作区提质升级,鼓励内外贸企业以合作区为平台开展跨国经营。

3、优化内外贸一体化发展环境

8)加强知识产权保护。加大对外贸企业商标权、专利权的保护力度,以服装鞋帽、家居家装、家用电器等为重点,开展打击侵权假冒专项行动。落实电商平台对网络经营者资格和商品的审查责任,完善投诉举报处理制度,及时纠正制止网络侵权行为。

9)完善内外贸信用体系。发挥全国信用信息共享平台作用,推动企业信用信息共享应用,帮助企业获得更多信贷支持。鼓励内外贸企业使用信用报告、保险、保理等信用工具,防范市场销售风险。推动电商平台、产业集聚区等开展信用体系建设试点,营造有利于畅通国内国际市场的信用环境。

10)提升物流便利性。加强与境外港口跨境运输合作,鼓励航运企业基于市场化原则拓展内外贸货物跨境运输业务范围。加快发展沿海和内河港口铁水联运,拓展主要港口国内国际航线和运输服务辐射范围。支持符合条件的企业开展内外贸集装箱同船运输,推行集装箱外贸内支线进出口双向运作模式。加快建设跨境物流基础设施,支持在重点城市建设全球性和区域性国际邮政快递枢纽。

11)强化内外贸人才支撑。加强内外贸一体化相关专业建设,发布一批教学标准,打造一批核心课程、优质教材和实践项目。支持开展内外贸实务及技能培训,搭建线上线下融合、内外贸融合的人才交流对接平台。

4、加快重点领域内外贸融合发展

12)深化内外贸一体化试点。赋予试点地区更大改革创新自主权,加快对接国际高标准经贸规则,促进内外贸规则制度衔接,复制推广一批创新经验和典型案例。更好发挥自由贸易试验区、国家级新区、国家级经济技术开发区、综合保税区等开放平台示范引领作用,鼓励加大内外贸一体化相关改革创新力度。

13)培育内外贸一体化企业。培育一批具有国际竞争力、内外贸并重的领跑企业,增强全球资源整合配置能力,支持供应链核心企业带动上下游企业协同开拓国内国际市场。建设农业国际贸易高质量发展基地,培育壮大内外贸一体化农业企业。支持台资企业拓展大陆市场,支持港澳企业拓展内地市场。对受到国外不合理贸易限制措施影响的企业加大帮扶纾困力度,支持其内外贸一体化经营。

14)培育内外贸融合发展产业集群。在重点领域培育壮大一批内外贸融合发展产业集群。推动商业科技创新中心建设,促进互联网、大数据、人工智能和内外贸相关产业深度融合。促进“跨境电商+产业带”模式发展,带动更多传统产业组团出海。引导产业向中西部、东北地区梯度转移,提升中西部等地区内外贸一体化发展水平,支持边境地区特色产业更好衔接国内国际两个市场。

15)加快内外贸品牌建设。实施“千企百城”商标品牌价值提升行动,推进全国质量品牌提升示范区建设,支持发展区域品牌,发展绿色、有机、地理标志和名特优新农产品公共品牌。支持内外贸企业培育自主品牌,鼓励外贸代工企业与国内品牌商合作,支持流通企业、平台企业发展自有品牌,与制造企业开展品牌合作。鼓励发展反向定制(C2M)。培育一批中国特色品牌厂商折扣店。建设新消费品牌孵化基地,增强内外贸领域品牌孵化创新活力。加大中国品牌海外宣传力度,鼓励老字号走向国际市场。培育知识产权优势示范企业,支持企业发挥专利、商标等多种类型知识产权组合效应,提升品牌综合竞争力。

5、加大财政金融支持力度

16)落实有关财政支持政策。在符合世贸组织规则前提下,用好用足外经贸发展专项资金等现有中央和地方财政资金渠道,积极支持内外贸一体化发展。允许地方政府发行专项债券支持符合投向领域和项目条件的国家物流枢纽等物流基础设施建设,畅通内外贸商品集散运输。

17)更好发挥信用保险作用。加强出口信用保险和国内贸易信用保险协同,按照市场化原则加大内外贸一体化信用保险综合性支持力度,优化承保和理赔条件。鼓励保险机构开展国内贸易信用保险业务,推动保险机构在依法合规前提下,通过共保、再保等形式,提升国内贸易信用保险承保能力。鼓励有条件的地方以市场化方式支持内外贸一体化企业投保国内贸易信用保险。

18)加大金融支持力度。充分利用全国一体化融资信用服务平台网络、国家产融合作平台,强化金融机构对内外贸企业的服务能力。在依法合规前提下,鼓励金融机构依托应收账款、存货、仓单、订单、保单等提供金融产品和服务,规范发展供应链金融。推广跨境融资便利化试点政策。扩大本外币合一银行结算账户体系试点范围。支持更多符合条件的支付机构和银行为跨境电商等新业态提供外汇结算服务。

各地方、各有关部门要以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大精神,坚决贯彻落实党中央、国务院决策部署,按照分工积极推进各项政策措施落实,打通阻碍内外贸一体化的关键堵点,助力企业在国内国际两个市场顺畅切换,争取尽早取得实质性突破。各地方人民政府要完善工作机制,优化公共服务,因地制宜出台配套支持政策,大力推动本地区内外贸一体化发展。商务部要会同有关部门密切跟踪分析形势变化,充分发挥相关工作协调机制作用,加强协同配合和督促指导,确保各项政策措施落实到位,及时总结推广各地好经验好做法。
